Here I have a suggestion to make. At present Individual orals for languages are conducted by teachers, recorded by them and sent in the form of CDs to IB for the final evaluation.
In order to conduct individual orals in a trasperant and time saving way could they conducted directly by the IB external examniners via means like web-cam? Since IBO is very keen in involving the latest technology in teaching why can't it be extended to the assessment in order to make it transperant, authentic and efficient? A schedule for individual orals for every school could be worked out. Every candidate could thus be directly assessed by the IB. Due waitage in assessment could also be given to the the candidate's teacher as internal examiner.
